Ed is a highly experienced development consultant with over 25 years of expertise in research, data analysis, and monitoring and evaluation (M&E) across governance, climate, and conflict-related programs. He specializes in designing and implementing results-based M&E systems, conducting policy and qualitative research, and delivering mid-term, final, and impact evaluations for major international organizations. His work integrates data-driven analysis with strategic advisory, supporting program design, institutional strengthening, and evidence-based decision-making. He has strong competencies in conflict and risk analysis, stakeholder engagement, and knowledge product development, with extensive experience working with the World Bank, GIZ, UN agencies, and NGOs across Asia and other regions. He uses methods and knowledge acquired to support clients in direction setting and harmonizing internal and external cooperation systems. Ed also has a Diploma in Conflict Resolution from the University of York (UK), where he was a Chevening Senior Fellow. He completed his Bachelor of Arts in Sociology and Philosophy at Xavier University–Ateneo de Cagayan, Philippines. Ed lives in the Philippines.
